Studies report that states with the least comprehensive sex education have the most rapes. In Utah, school districts and teachers are forbidden to teach any real sex ed.
Abstaining from sex is the only sex ed allowed. The Mormon church, which in my opinion runs state government, teaches that masturbation, even if only one time, can impede one from being able to enter the church's own special heaven—the Celestial Kingdom.
