Adrian Govan had just stepped out of his grandmother's house on Memorial Day 2015, when he saw the Salt Lake City Police patrol car cruise past and double back toward him.

"That's when the harassment started," Govan recalled. Govan and his grandmother were on their way to put flowers on a relative's grave. He was hoping to quickly pick up his grandmother and head out.
